The inspector identified that to permit the development would pre-empt decisions on shopping policy that ought to be dealt with by a review of the local plan. B claimed that this issue of prematurity was not raised at inquiry and that they therefore never had chance to address the issue. B further claimed that it was not correct practice to base a decision on prematurity. B`s appeal allowed. | ||
