520 _aThe government announced legislation on statutory rights of access to the countryside which will apply to about 4m acres of land to be designated by the Countryside Agency. Landowners will be able to close land temporarily for up to 28 days a year without prior consent. There was criticism of the appointment of Ewen Cameron, formerly president of the Country Landowners Association, as chair of the Countryside Agency which will police the legislation.
