520 _aEU agriculture ministers have agreed a deal on CAP reform. The main points are: cereals - 20% cut in guaranteed prices in two stages 2000-02, milk - 15% cut in guaranteed prices in three stages 2003-04, beef - 20% cut in guaranteed prices in three stages. Proposals involving cuts in direct payments to farmers were abandoned. The deal has been criticised as too weak, and Tony Blair said it was 'not good enough'.
