520 _aConsent in principle for major projects such as airports or nuclear waste sites could be given by parliamentary approval, with only project details discussed at public inquiry, under DETR proposals for speeding up planning decisions. The consultation paper Streamlining the processing of major projects through the planning system also suggests increased use of statements of national policy which set out the need for major projects, and ways of improving inquiry procedure by limiting or abolishing cross-examination of witnesses.
