The plan is for all local authorities to be able to raise a supplementary 5%, with 'beacon' councils being allowed 10%. The main issues are: below what value would premises be exempt from rates; how should that be tapered and to what level; what link should there be between business rate and council tax rises; and how should businesses and councils negotiate the spending.
