520 _aA couple whose home was blighted by the building of a bypass 18ft from their window have won a High Court case against the Parliamentary Ombudsman. Norfolk County Council failed to compensate them because no land was taken. Documents suggested that the power of the county to acquire the couple's blighted house was overlooked. The High Court ruled that the Parliamentary Ombudsman had failed to give adequate reasons for deciding that the DoT was not responsible for the couple's losses through maladministration. The couple will now seek compensation.
