520 _aHL 24 June 1999. Housing Trust granted a licence to use a number of properties for temporary accommodation for homeless people. L undertook to ensure no occupier was given security of tenure. B signed agreement with L for occupation of a flat and subsequently brought proceedings claiming he was a tenant. At issue was whether he was a tenant or a licensee. Judge held B was a licensee. CA dismissed appeal. B appealed to HL. Appeal allowed. Held that the agreement between L and B had all the characteristics of a tenancy.
