Initial orders are worth £3bn, but will ultimately be worth £30bn or more. The European Union is meant to be organising a joint EU rebuilding programme, but national governments are competing for the largest slice of the cake. A British team has met in Kosovo to assess the necessary work. Experience in Bosnia is reviewed. It points to tough local competition and the importance of materials' supply. Table.
