Investment fund managers are testing the market but if they turn away they may not look at the sector again for a while. Fund managers want investment restraints lifted and an industrywide code of practice setting out minimum management standards. Housing Investment Trusts (HITs) have not taken off, and the report suggests replacing them with Tax-Exempt Residential Letting schemes (TERLs) which would be less restrictive.
