Liverpool CC acquired the property by a general vesting declaration, and determined market value on 30 January 1989. On 13 March 1989, M submitted a claim for compensation and requested an advance payment under Land Compensation Act 1973 s52. On 8 February 1990, £27,900 was paid. The land was then valued at £80,000 and the balance was paid on 14 October 1993. M claimed for late payment and for loss of income. Appeal dismissed. [1999]
