520 _aDescribes the Irish Planning Bill which attempts to deal with the problem of providing affordable housing. The Bill proposes that as part of a planning permission for housing, developers will be required to trandfer a specified percentage of their site to the local authority and that the transfer has to take place 'for an amount representing the value of the land based on the exisitng use of that land disregarding the provisions of the development plan'.
