520 _aThe importance of clients obtaining buildings built to budget, on time and to the required quality has been recognised by the recent proliferation of procurement systems and by an increasing use of project managers to oversee the design, construction and cost control processes. Research concludes that the public, clients and project managers do not understand what architects mean by good quality in architectural design; clients do not take responsibility for good design because they place little value on it and; as a result it tends to be poorly managed by clients and project managers.
