A DETR-commissioned report "Conversion and redevelopment: processes and pitfalls" examines the potential concluding that if large houses were subdivided and commercial buildings were converted to homes 26,500 homes could be created. However there are impediments in the form of a reviving office market, the best buildings have already been converted, the need to include social housing elements in any conversion and a lack of tax breaks.
