The RTPI is at present reviewing a suggestion that the so-called voluntary negotiation should be replaced by a tariff or scale approach. The basis of this approach is that each development plan would set out its requirements for the provision or renewal of infrastructure and how these requirements relate to the developments which will pay for them. In the United States this principle is known as 'rational nexus'.
