For instance, prime contracting - a contractor-led process - is the MOD's attempt to apply Rethinking Construction. The draft core conditions and summary guidance for the contract were unveiled in May, and can be viewed at www.defence-estates.mod.uk. Defence Estates maintains that it is applying partnering principles to the prime contracting process, but contractors have complained that it transfers too much risk to them. Considers the contents of the prime contract draft, and how far it is "Egan-compliant". Among the conclusions drawn are that: the issue of risk allocation needs to be addressed; more extensive partnering arrangements would be welcomed; the dispute resolution procedure should be reviewed.
