Considers the conclusions of the Competition Commission's report, published in October 2000, on the food retail industry, and implications for the planning system. The Commission found the latter to be currently broadly competitive, but was concerned about the limited choice of operators in some parts of the UK. However, it insisted that changing the planning system is not the way to address lack of consumer choice. Suggests some food retailers are responding to government pleas and adapting their businesses to the needs of local communities through convenience stores and smaller shops.
