A survey by Housing Today highlights a number of factors HAs are having to contend with. Rent restructuring was felt to be a key challenge, with many HAs concerned about the impact of holding rents to RPI plus zero. The increase in ADP was generally welcomed, although half the respondents felt it was insufficient. Other commonly felt challenges included regeneration, addressing changing demand, Best Value, and financial constraints particularly in housing benefit administration. Finally HAs identified the items they would like to see included in a housing bill.
