520 _aExamines the progress made by Regional Development Agencies (RDAs) in promoting design standards in the built environment. Opinion is divided over the effectiveness of RDAs: some argue that devolution could enhance regional architectural culture in certain areas, while others express concern about the lack of design skill at operational level. Progress of RDAs is uneven with some RDAs north of the Watford Gap slackening, while others, such as the South East Development Agency, showing initiative by developing the first regional development review panel. However, the desire to become the UK's next European City of Culture in 2008 should spark interest in architecture and design across all regions.
