A key objective of the team led by Andrew Wright Associates, is to investigate how early planning of urban development can establish economic and social value. Discusses how similar schemes have succeeded and failed to meet their planning objectives, with reference to the Ove Arup and Black Country projects. Looks at key factors necessary to create value: optimising density; environmental amenity; and three-dimensional planning. Concludes that the Bilston project has reaffirmed that masterplanning adds value to development, but the measure of value still needs to be tested.
