Gives examples of planning appeal decisions which have been affected by this confusion, and suggests that implementation of the goods-based approach to the sequential assessment could have serious repercussions if adopted incorrectly, for example, in the case of retail warehouses. Concludes that PPG6 is intended to embrace a balanced approach to retail development, focusing on town centres if possible but also incorporating a flexible approach to out-of-town retailing.
