Government is inviting bids from local authorities to test how choice-based systems work in different areas. A key research area is whether the operation of choice-based systems can be reconciled with the wide range of tenant needs, for example, those with mental health problems or who are desperate to be relocated. Describes how the Circle 33 and Notting Hill housing trusts have already tackled some of these problems with tenant participation. Circle 33 provides a newsletter advertising available property, yet still offers urgent priority to vulnerable tenants. Notting Hill has developed its own website, selfmoves.com, which advertises property and allows tenants to find a match for their own criteria.
