Suggests that the existing regime has no effective way of maintaining the condition of listed buildings, and fails to satisfy both owners and local planning authorities. Government has acknowledged these deficiencies and is conducting a review, although this will not extend to a revision of PPG15. Article argues four key features are needed for a successful approach to listed buildings: giving owners a right of appeal against listing; revising PPG15 to incorporate a merit-based assessment, and linking the decision to list with the impact on the buildings preservation; giving owners responsibility to keep listed buildings in good repair; enhancing the role of local planning authorities to protect listed buildings in their area.
