Article argues four key features are needed for a successful approach to listed buildings: giving owners a right of appeal against listing; revising PPG15 to incorporate a merit-based assessment, and linking the decision to list with the impact on the buildings preservation; giving owners responsibility to keep listed buildings in good repair; enhancing the role of local planning authorities to protect listed buildings in their area. | ||
