520 _aExamines the Highways Agency's overhaul of its procurement procedures for its projects and studies its trial using construction management. New design and build projects will involve contractors at an earlier stage in the project; new ways of running term maintenance contracts are being looked at and the Agency is trialling framework agreements based on geographic areas. The HA has gone for the more radical option available of a series of relationships with a network of suppliers and specialists rather than a partnership with a single contractor. The HA is very much interested in having specialists and suppliers play an increasing part in the procurement process.
