The first examines the establishment of Regional Development Agencies, surveys recent literature in order to define New Regionalism; considers the establishment of RDAs as an expression of New Regionalism as a process. Second article examines the EU's subsidiarity principle, which was introduced in response to criticism that too much was regulated by the central EU institutions: the principle, now part of the EU Treaty, basically requires that policies should only be developed at EU level if there is a clear reason for doing so.
