It emphasises that the industry must take part in the consultation as, while the paper only relates to England and Wales, it is likely to shape the implementation of legislation throughout the UK and it is easier and cheaper than judicial review proceedings. Looks at the objectives of the Landfill Directive which is to prevent, or at least reduce, the effects of landfilling on both health and environment, falling in line with government policy towards the environment and reduction of greenhouse gases. It continues with a look at the implementation process and procedural changes, before finishing with any exemptions.
