520 _aDiscusses the European Landfill Directive, which must be phased in by 2009. The directive will require the classification of landfill sites as hazardous, non-hazardous or inert waste by 2004 and that waste must also be treated to reduce its volume and/or hazardous nature or to enable it to be recycled. Concerns have been expressed about the Environment Agency's ability to manage the introduction of the scheme; that hazardous waste producers will find it both difficult and expensive to dispose of their waste, possibly leading to an increase in illegal dumping; and the cost of the scheme to the industry. The impact of the Landfill Tax Regulations and the Landfill Tax Credit Scheme are also considered, as is the need for additional research into recycling of waste.
