The first report, "Environmental management systems: paper tiger or powerful tool?", revealed that only 58% of companies that chose ISO14001 met their emission or resource reduction targets but that 80% of those that adopted EMAS achieved theirs. The second, "Measuring environmental performance in industry", found that firms who had certified environmental management systems performed no better than those who did not.
