Also considered are the heterogeneity of developers' responses to those needs; the significance of statutory and other legal controls and their interpretation; and the role of consultation and participation. Concludes that property developers have little knowledge or understanding of, or even interest in, the needs of people with disabilities; that, whilst regulations ensure a minimum standard, the fact that few clients and occupiers demand accessible building means that those needs are rarely met; and that the regulatory processes need to interlink more effectively if the barriers to fully inclusive design and developments are to be overcome.
