Under the protocol tenants will be required to provide full details of any claim in an early notification letter (ENL) followed by a letter of claim (LOC), where repairs are needed urgently or full details are not available, or by a letter of claim alone. Landlords will then be required to respond to the ENL or LOC within 21 days and supply all the documents relevant to the claim. This, it is claimed, will place a heavy burden on landlords and, unless attitudes change, will lead to an increase in the costs of disrepair actions.
