Considers the recent history and development of the modern housing association movement and notes that many of the consortia currently shortlisted in PFI pathfinder projects include RSLs. If these consortia are successful many RSLs will be responsible for providing housing management services for council tenants. Comments on the increasingly successful use of PFI as a procurement method in housing and its potential as a model for further developing government programmes.
