520 _aClarifies the difference between a claim and a dispute. A claim only becomes a dispute when the accused party has had a chance to consider the complaint, and had a chance to respond to it. Only then can arbitration or adjudication be sought. Refers to "A&J Rogers v The Northern Ireland Executive" (1998) as an example in which the judge dismissed the claiming party's letter which merely stated a dispute existed, without establishing from both sides that there was a dispute over the contract.
