The key finding was that there is considerable potential for improving energy efficiency. The research findings demonstrate that private landlords have little incentive to improve energy efficiency, and many are sceptical about the capital return on any investment they make. The implication is that the future success of energy efficiency policies in the private rented sector depends on demonstrating the potential for cost-effective energy savings.
