Companies are increasingly looking abroad in attempts to make up this shortfall. Meanwhile large pools of local labour remain untapped. Suggests that new legislation, allowing councils to take workforce and training into account when awarding contracts, could encourage contractors to employ a percentage of local labour. Notes some of the problems, such as cultural differences, that can arise when attempting to obtain local labour.
