Warns groups on the fringes of the industry that they may be liable to prosecution under CDM. Such groups include facilities managers, property investment companies, surveyors and managing agents. Notes that the majority of those convicted under CDM have been clients. This is often because businesses are unaware that they are CDM clients. Defines a client as: 'any person for whom the project is carried out'. Advises those on the fringe of the construction industry to take advice regarding CDM, and what is required of them.
