520 _aBowing to pressure from business organisations, government has scrapped plans to allow local authorities to levy a supplementary business rate in favour of US-style business improvement districts (BIDs). The BID scheme hopes to encourage businesses and local authorities to invest in regeneration. Further details will be published later this year in the Local Government Finance White Paper.
