The announcement comes as a test case, which could lead to a huge compensation claim against MAFF from farmers who lost healthy animals in the cull, is prepared. Farmers working under form D notices, which restrict animal movements for up to 28 days, have also warned that they face bankruptcy unless compensation and welfare payments are increased.
