Breaching long established government policy, MAFF failed to assess in advance the public health implications of burning carcasses on pyres - and an official risk assessment published two months after the outbreak showed that large pyres pose serious health risks. Mass burial of animals has caused some water pollution incidents and a host of long-term liabilities - while options higher up the waste hierachy scarcely come into play for two months.
