520 _aAnalyses local authority procurement practice in England to assess procurement trends and the impact of best value and other Latham and Egan initiatives. The perception of EU procurement directives and ConstructionLine are examined, together with contractor evaluation criteria. Whilst the findings show that half of all local authorities place greatest importance on the lowest tender it is recommended that they further consider best value, non-conventional procurement methods and apply more standard procurement regimes.
