520			_aProposed revisions to Part E of the Building Regulations will require pre-completion testing to national standards which is likely to result in costly failures, warned Arup Associates at a recent conference. As well as the cost of designing and building homes to meet the standard, housebuilders will have to pay additional costs, such as pre-completion testing and, if any apartment fails the test, then the builder will have to pay to bring it and any others in the block up to standard. However improved sound insulation will be a positive selling point.
