520			_aDue to the large number of rating appeals by ratepayers whose businesses have been affected by FMD, the VOA have changed how they deal with existing appeals against the new rateable values which came into effect April 2000. Priority is to be given to businesses most significantly affected by the disease, where the ratepayer is not represented by a professional ratings adviser or where the ratepayer is suffering hardship, whether through FMD or not.
