The then Scottish Office commissioned a study in 1999 which revealed that there was a general lack of expertise in using CPOs among most acquiring authorities and the private sector due to low use. It was found that most authorities preferred to acquire land by agreement. The study recommends reviewing procedures to speed up the process and to consider updating the CPO legislation.
