The works involved was a helicopter pad, previously a grassed area, used by the Royal Navy until relocated to a disused runway; it was decided that this was a substantial apron alteration and the SoS issued a certificate under s15(2) of the 1973 Act to that effect rendering the claimant (P) liable to compensation. Appeal to quash the certificate was dismissed.
