Using the guidance in PPG3 and the sequential test for identifying development sites the inspector held that the site was greenfield and should not be built on. The claimant (J) claimed the land should have been considered as urban land and as previously developed. It was held that the inspector was correct to consider the land as not previously developed and that, even in villages, the reuse of land should be considered before greenfield sites.
