520 _aConsiders the outlook for Registered Social Landlords (RSLs) and reviews their performance to date. RSL advantages include their high quality stock, good security, lower rents in relation to the private rented sector and the planned transfer of local authority housing stock to new or existing RSLs. However, RSLs have been affected by changes in affordable housing provision and are concerned about being viewed as a welfare sector. In addition, inconsistencies over RSL rental incomes have prompted government to introduce target rents which will force rents in some areas to go up or down, having implications for tenants.
