The Office of Government Commerce (OGC) document, "Achieving Excellence Through Health and Safety", states that government departments and agencies be at the forefront in best practice procurement to improve safety. Construction companies are under increasing pressure to improve health and safety since the HSE issued figures in June 2001 revealing that deaths had risen 25%. OGC will publish an annual report of the health and safety performance of public sector bodies.
