520 _aThe Appeal Court has ruled government's Introductory Tenancy (IT) regime for new tenants is incompatible with the European Convention on Human Rights (ECHR). The judgment involved two cases "McLellan v Bracknell Forest DC" (2001) and Reigate and Banstead BC v Benfield and Forrest"(2001). The Department was joined as an interested party in both cases.
