It is not usual for local authorities to resort to prosecution as they operate compliance-based strategies. The article attempts to explain this approach and differentiates local authority responses to landlord crime from regulatory crime. Argues that there are clear differences about landlord crime, due to the legislative background; government strategies towards the private rented sector and local approaches to regulation.
