520 _aThe planning system in Wales has evolved during the past five years in response to political change, policy reform and devolution. The framework for the publication of central government planning policy and related information in Wales has, partly as a result of these changes, taken on a different form to that which it has historically shared with England. A central element in the revised format for the dissemination of planning policy in Wales is the ability to distinguish clearly between planning policy and technical advice. The paper provides an account of the recent evolution of the planning framework in Wales and gives the essential context for an assessment and analysis of the Technical Advice Notes (TAN) series in order to establish its role, function and content.
