Argues the PPG25 is useful in order to reduce flood plain development but problems could arise over the consultation process. For example, PPG25 evades the principle of a flood plain's functional nature being an integral part any river system. The use of indicative maps such as the Environment Ageny's maps is problematic as a thorough site analysis is often needed to determine the true risk of flooding. Also more resources are needed for the planning process.
