Explains that construction sites are a particular fire hazard as many regulations such as Part B of the Building Regulations only apply to completed buildings. Argues the Health and Safety Executive could provide clearer and more practical guidance, especially on risk analysis. The client also has an important part to play in fire safety, for example, the National Trust has implemented a very succssful fire prevention strategy following a disastrous fire at one of its sites in 1989.
